Background:
Efforts are steadily increasing by government agencies to induce private industries, businesses, and utilities to get off fossil fuel. The government has two options to bring about change…the “carrot” and the “stick;” in other words, government can offer financial incentives (“carrot”) to help businesses make the changes, or impose onerous fines (the “stick”) on business building owners who don’t comply.
The latest attempts come in the form of aggressive government mandates and policy initiatives like NYC’s Climate Mobilization Act (CMA), enacted in 2019. The CMA and other programs, like New York State’s Climate Leadership and Community Protection Act (CLCPA), are exploring far-reaching policy initiatives and ultimate legislation intended to disrupt the status quo, to force society to change the way we do things, and is already causing distress over the substantial costs that businesses will incur to comply. Ultimately, these costs will be passed down to their customers, the public (read: YOU!). This comes at a point in time when funds to make these changes may not be available with an economy reeling from a global pandemic and economic downturn, and most recently increasing gasoline and oil costs. Thousands of small businesses have been forced to shut their doors.

An extreme example of the “stick” option is NYC’s Local Law 97, or “LL97,” the hallmark of NYC’s CMA. LL97 mandates that large building owners in NYC must gradually decrease the amount of energy their buildings consume, through energy efficiency, “tightening the envelope” (i.e., better insulation, window replacements), and HVAC system upgrades including transitioning from fossil fuel to electric heating.

Address the following questions in your post:
Do you think that government mandates and policy initiatives like the CMA (specifically LL97) are fair to businesses, and the end consumer? Or might they go too far and ultimately result in more harm than good to society and the environment.
Of the two, do you think the “carrot” or the “stick” is the best approach to bring about the desired results?
It may help to imagine yourself as a large business owner or building management company in NYC. How willing would you be to “bend” to comply with these mandates and new policies?
